Explanation of the Issue

When the War in the Desert broke out, I, as Italy, demanded Libya from the Ottomans. They refused, so I declared war on them and took Tripolitania. Cyraneica rebelled against the Ottomans and joined the Cairo Pact, so I declared war on them as well. I capitulated Egypt and took it in a peace deal, later releasing them as a puppet. The war with the Ottomans was still ongoing, I received no scripted peace event, and they released the Suez International Zone, so I had to continue the war by invading Anatolia by sea. After capturing the whole peninsula, a scripted peace deal fires that is the Cairo Pact victory peace deal, disregarding Italy entirely - I only got to keep Cyraneica which I annexed after Egypt's defeat, but Tripolitania was released as a free state. I tagged over to Egypt and saw that, despite being my puppet, they get the event to decide what should be done with Syria.

Possible Cause

Egypt somehow retaining their Cairo Pact leader when puppeted by an enemy that isn't the Ottoman Empire, or something like that?
