Explanation of the Issue

As Ireland, the decision to join the co-prosperity sphere does not appear, despite the criteria for the decision being met.

Steps to reproduce

• Used game rules to guarantee PSA joining co-prosperity sphere
• Boosted 3I and Moscow Accord with several equipment additions via Toolpack Equipment Expansion to ensure Germany loses the 2WK

Possible Cause

I manually justified on and went to war at Iceland in late 1944, which may have affected the decision appearing. In addition, the Co-Prosperity Sphere was at war when the final criteria (Germany not existing) kicked off, which may have also affected the decision appearing.

I haven't quite figured out what is causing this yet unfortunately, but will keep seeing if I can figure it out. It may be to do with you justifying on Iceland, but I am not sure.

Just tested this out, and it works fine, so unfortunately I haven't been able to replicate what your problem was. I also tried this by getting the guarantee before and after PSA joined the Co-Pro, and both worked. So I'm going to have close this for now. Thanks for the report all the same!
