Explanation of the Issue

From what I understand, AI Austria chooses between Status Quo, Pluralism or Military Occupation at the start of the game. However, if circumstances change so that the chosen path is no longer possible, Austria won't readjust and will instead ignore the political tree.

Steps to reproduce

When playing as Italy, Austria (as if to spite me) decided to go for Status Quo. I wanted the civil war to happen, so I forced it by using the event command with Ausgleich events. After Austria defeated Hungary, only the Pluralism and Military Occupation paths were available, but Austria would choose neither, instead just holding on to Hungarian lands until it was defeated and annexed in 1941.
I realize it might be my own fault due to using commands, but this is possible to replicate without them. If Austria decides to go down the Pluralism path, but is defeated by the Belgrade Pact before managing to deal with Hungary, the loss of territory will lock out all paths except for Military Occupation, which Austria will refuse to choose, resulting in similar circumstances of holding on to what remains of Hungary.

Editing events through console commands is not supported - if you want Austria to go down a specific path, you can just set a game rule, and it will override the selection. As for the Belgrade Pact war, it is physically impossible for Serbia to start the war before Austria's Ausgleich events have finished due to the focus structure, so that isn't an issue.
