Add more restrictions for America on reclaiming land and doing foreign part of their political tree. These Restrictions being "Doesn't Have "Recovering from the Civil War", "Economic Collapse", "Socialist Resistance", and "Longist Resistance". Also must have the United States Mainland Cored.

Explain the reasoning behind this actionable change:
The United States is still extremely Busted even after the Civil War, them being able to join the 2WK before they even recover doesnt make any sense. By putting these Restrictions, the USA out of the Weltkrieg long and prevent Situations Where USA just reannexes Hawaii and Curbstomps Everyone

the fact the US tags can demand Hawaii the day after the civil war ends is incredibly annoying, especially when the civil war ends before WK2 and you get an early Pacific War.
