When returning nanzig to NFA, National France Doesnt get a core on it

Explanation of the issue:
Win 2ndWK as GER, annex the commune of france, give all of it to NFA, get an event to give nanzig to NFA, return Nanzig to NFA, and they dont get a core on it.

Steps to reproduce:

1. Win Second Weltkrieg as germany
2. annex commune of france
3. choose the option to give all of the mainland to national france in return for joining your faction, and later you will get an event to give nanzig to NFA, who doesnt get a core on it

NFA get a followup event with an mtth of 10 days, giving them cores on Nancy and Alsace. I confirmed those were working properly.
