The focus for giving British voting rights doesn't bypass properly - which leads to them getting back voting rights two times, first via an event and then via focus tree.

There's probably an AND in wrong place, cause there is a check for this, except there's also demand for Australasia and Canada to not exist (or have commie/PatAut government in Australasian case).
