Explanation of the issue:
Germany gets the "Black Monday" event twice:

On Feb. 03, Germany gets the specialized "Black Monday" event, which gives them a debuff (id: black.2). This event sets the global flag "black_monday."

On Feb. 04, they get the same event named "Black Monday," however this time without a debuff nor flag (id: black.3).

Event id "black.4" appears after, Feb. 05.
