QIE - I received the 'Time to Return to Beijing' event but QIE is still at war with FNG and JAP is not attacking QIE

Explanation of the issue:
As QIE, I attack SHX, FNG declares war on QIE later on, select the QIE_withdraw_government_to_wuhan decision, and then defeat SHX and annex them. However, after the peace conference, I received the 'Time to Return to Beijing' event, but QIE is still at war with FNG and JAP is not attacking QIE, yet.
