PSA elections don't allow Social Democrats

Explanation of the issue: The PSA isn't allowed to elect the Social Democrats in the 1937 elections despite the description of the Farmer-Labor victory saying they can win the 1937 elections.

Steps to reproduce:

1. Get Reed, Long, Floyd Olson(Fail to prevent Civil War), Alf Landon or John Garner elected President.
2. Have civil war break off events
3. Play as PSA
4. Elections will appear, except no Social Democrats

This isn't a bug. The description for the Social Democrats focus simply uses whatever the current year is. They're available in every election after the initial one... so whenever they win THAT election, the focus description will be correct.
