Add lowest_block_number as a field in PeerData among peers #14

One piece of data that might be cool to collect is the lowest block number among eth peers that have the latest forkid and a few blocks near the tip.

Why?

These data could help to understand how many nodes are pruned and how many are archive.

^ noting that "pruned" here means block-level pruning, which prunes more information than reth does right now
