Rewrite front-end in Blazor

Motivation

Most contributors are more familiar with frameworks based on C# (e.g. MVC) rather than the currently-used Vue application. To reduce the complexity of the front-end app and encourage collaboration, the front-end should be re-designed in a more familiar framework.

Proposed solution

Replace the Vue application with Blazor.
