Hello, the main reason for this issue is that your local network cannot access api.openai.com. This is because the region you are in does not support OpenAI, such as China. Please check your internet access and test if openai.com is accessible.

Reference:

• Lists of supported countries: https://platform.openai.com/docs/supported-countries (However, if you do not have access to openai.com, you will not be able to access this list)
