ZBDongle-E: ember driver, broadcast errors at startup

What happened?

During startup of Z2M the following broadcast errors happened:

What did you expect to happen?

No broadcast errors.

How to reproduce it (minimal and precise)

This is a first installation, the Zigbee network at the moment is empty except the coordinator ZBDongle-E.
The errors happened during startup of Home Assistant OS host but also periodically at later time.
