I did a bit of research and found that luarocks does not emit helpful warnings when it fails to download, and the error here is not necessarily a network issue. Maybe you could start your investigation by running |

I'm trying to build the Debian package of version 3.3.0.
Those are the commands I'm using:
When I run the above commands on my machine (or inside the container based on the base image of the build process), everything works well and the package is being built as described here
The problem is when I commit the code and the pipeline runs, there I'm getting this error:
To notice that if I try to connect to the Gitlab runner (which does the build) and run: wget https://luarocks.org/manifest-5.1 (or any of the other mentioned URLS) - it succeeds, so my guess here is that there is some missing bazel configuration I'm missing.
I tried upgrading to the latest bazelik version (1.18) and also to a later version of bazel (6.3.0) and it doesn't help.
also verified that proxy environment variables (both lower case and upper case) are set in the environment (http_proxy, https_proxy)
any other suggestions to overcome this?
