Determine always-on Konnect functionality and merge toggles

f6611e3 added an environment toggle for sending configuration to Konnect.

#3883 added an additional toggle for pulling a license from Konnect.

These may both be always enabled functionality for any Konnect-linked KIC instance, and some future features will likely also be always enabled if Konnect is enabled at all.

We need a product decision regarding which Konnect functionality, if any, is optional when using a Konnect-linked KIC. These optional features will need separate toggles. All other functionality should be enabled with an umbrella setting (e.g. CONTROLLER_USE_KONNECT) or automatically enabled when existing settings are non-null (we could alternately piggyback off CONTROLLER_KONNECT_TLS_CLIENT_CERT: if it set, we assume you are using Konnect and enable always-on Konnect functionality.
