I have created the following example html document

<!DOCTYPE html>
<html>
<head>
    <style>
        .capitalize-first-letter::first-letter {
            text-transform: capitalize;
            color: red;
        }
    </style>
</head>
<body>
<div class="capitalize-first-letter">
    this is a test div that should have the first letter capitalized.
</div>
</body>
</html>

It using weasyprint 59 it renders this pdf document:
first-letter-weasyprint
first-letter-weasyprint.pdf

Chrome renders this document
first-letter-chrome
first-letter-chrome.pdf
