Add support for "log events" type of recent changes

RTRC currently supports "page creations" and "page edits" as types, but not log events. I'm creating this issue as a placeholder to gather interest and ideas for if and how to do this.

Most log events cannot be patrolled, and the few kinds that can be patrolled have only existed for a short time. When I first wrote the RTRC code, log events did not support patrolling, which is why it was not considered in its logic.
