[Enhancement] Edge Like Hover Renderer

Describe the solution you'd like

• Run Edge
• Move mouse over the navigation buttons
• Observe that the renderer draws the borders and the button density different as you move the mouse arround
  
• Move mouse over Tabs
• Observe that the Tab is made darker, but, under the mouse the tab is lighter
• Open the menu
• Observe that the menu items are darkened under mouse, and the mouse pointer causes the border to be made darker (This effect is also seen when the URL box does not have focus but the mouse moves over it)
