Window powershell 非管理员下，执行lisa zep build 一定概率失败 #31

环境：win10 powershell 非管理员
执行lisa zep build 一定概率失败，伴随有一行乱码输出，在lisa env stdin情况下，可看到乱码内容是[拒绝访问]

若build前手动删除build目录，可百分百build成功
