Compilation time takes excessively long for Kripke+RAJA.
Each data layout that is enabled makes compilation time double.

Current code is guarded to only enable 1 data layout when using Intel compiler, see guard in this file:

I believe this was resolved with the release of the 17.x compiler. I remember this being discussed during a RAJA meeting over the summer.

Thanks @willkill07, I'll close for now. We can always re-open if necessary, and are going to begin tracking compiler issues like these more closely.
