Grant publishers admin permissions within their organization

It would be nice if publishers were allowed to assign users to their organization and appoint the authors in the organization. However, perhaps it might make sense to create a third role akin to admin, but for a specific organization.

Actions

• Add a set of publisher endpoints.
• Create a publisher panel that allows publishers to assign users and authors within the organization.
