Mac dev tools hiding behind other windows

Describe the bug
On Mac while dev tools window is open, if dev tools is hidden behind another window then it cannot be reselected (apart from by hiding / moving the window which is on top of it.

Expected behavior
Dev tools should be brought to the front when LM is activated
OR
Add a "Activate devtools" button to the tray menu.

To reproduce

1. Make sure hide when losing focus is false
2. Activate debugger
3. Lose focus of window
4. Press cmd+space to open LaunchMenu
5. DevTools is not active find it somewhere in the buried windows
