documentation: add task for documentation generation

First the task should copy the manuals from bower_components/laxar/docs to a local doc folder. Afterwards it should generate api doc using grunt-laxar and move it into an api folder in the local doc folder.

Since we decided to generate the api doc within the source packages, it's now sufficient to simply copy over the docs folder.

Just had a look at other bower packages and none of them provided documentation when installed via bower.
@x1B: I consider closing this ticket as wontfix. Api docs are available online and installed bower packages should really only be used by other code, not by humans ;)
