Spike: Test Releases using Chopsticks #1883

We want to have stronger releases. One of the tools for testing releases is Chopsticks.

Idea

In CI in the release flow
Make a fork of either testnet or mainnet
Run the upgrade
Perhaps
- Run e2e tests on the upgraded fork
- Run some limited e2e tests on the upgraded fork

Spike Limits

Getting it running in CI might not be reasonable if it takes too long
Limit to 3 days and check-in
