Change from Reserve to Check out option not available

Our library uses a self-checkout mechanism, which works well. Member is also able to reserve a book by himself. However, when a member takes the reserved book, there is no option for the member to change it from Reserved to Issued status. Only Librarian can do that. This stops the person from reserving and later do a checking out by himself.
