Ensure RPs are not running arbitrary code when uploaded via a Lilypad run + Github repo command.

looks like OFFER_MODULES= sdxl:v0.9-lilypad1,stable-diffusion:v0.0.1... set as an environment variable in the GPU provider will set the allowlist -> https://docs.lilypad.tech/lilypad/lilypad-milky-way-reference/run-a-node#security @AquiGorka
