Is your feature request related to a problem? Please describe.
To support simple performance analysis work, it's useful to have fhir-bucket load directly from a local directory instead of the more complicated set-up of using a tracking database and COS.

Verified this works with using a local run and reading from a local directory. Tested with ndjson files and the --scan-local-dir parm
