TransactionError in case of exceeding votes for VoteTransaction has invalid parameters #1206

Expected behavior

The parameters provided in case of exceeding votes should specify the dataPath equal to asset.votes

Actual behavior

In the applyAsset function for vote transactions, the TransactionError object is instantiated without providing the dataPath parameter.
