Motivation

After migrating Lisk Core from v3 to v4, blocks and transactions from the pre-migration chain should be stored on a node and possible to provide through endpoint

Lisk Core will inherit all the features related to legacy blocks/transactions from Lisk SDK Objective Support legacy blocks/transactions information. We no longer require to implement specific business logic in Lisk Core, hence closing this issue.
