  • Enable users to specify BLS and generator key during delegate registration

For Sapphire phase the ability to update generator key is removed and moved to next phase. Thus, motivation Enable users to update generator key of an existing delegate is removed.

Moving issue #4384 to #4034 as this task depends on actual API integration for writing e2e test.
