What the Food Bank gets should be based on the program budget, so it should all be spent

We can receive money every day and spend it all if needed.
Based on initial speed measurement, it is likely that we end up with simulation for 2-4 weeks. Then it doesn't make much sense to initialize with a big annual funding. We can sample the daily donated money from a beta distribution, which add up to the money spent on food annually. I may have forgot to put it in the report, but for EI foodbank the amount is $2M. You can also initialize it with a small amount.
