BackgroundInputTransparent is not implemented on Windows #75

The BackgroundInputTransparent property isn't taken into account on the Windows platform implementation. This means that one cannot click through the background to access other UI elements nor use the back button while a popup is open on Windows.

Will a Windows implementation for this be in the works?
