[/setdonator] Must run command twice to register a donor

Describe the bug
An op tries to set a donor, but there is no command response when they try. They try again, and then it works.

Steps To Reproduce
Steps to reproduce the behavior:

1. Have no donors registered and add abcd-2021-2222-test to the core/codes/all.db file
2. /setdonator sinse420 abcd-2021-2222-test 25.0 in-game
3. Observe no response
4. Repeat the command
5. Observe it works now

Always

Expected behavior
Works on first try.
