As stated in #GH-672 , this is an extra functionality that is to broaden the range of criteria applied during the evaluation of which payments that have come to the PaymentAdjuster and what portion of each of them we should pay.
Asking the Neighborhood is thought as a concern about whether some of those qualified payable accounts could belong to some of the critical Nodes connecting us with the larger network, in other words, whether losing them (for them banning us for delinquency) would have a big impact on our ability to both route and consume. In that case we should prioritize paying our debts to these critical Nodes from the others whose ban will harm us less in our operationality.
Ask Neighborhood whether some of the given earning wallets are owned by our immediate Neighbors, plus you can also ask about number of neighbors of each. These both parameters can be important; for the second one, the more neighbors the bigger priority that particular Node should get.
