New users don't appear in collaborators dropdown until they have created a study of their own #358

The users do not appear in the study collaborator dropdown list after their fresh registration. Adding them as study collaborator is only possible after they create at least a study of their own.

Expected behaviour: Users should be able to be added as collaborators without the prerequisite of having their own study.
