In MicrosoftDocs/typography-issues#1042 @behdad posted:

In harfbuzz/boring-expansion-spec#88 I'm proposing that the per-script/language BASE-table MinMax values be used as localized ascender/descender vertical metrics. They are currently under-specified, and unused to the best of my knowledge.
