PickleSettings modal dialog when starting with fresh library blocks the entire process from completing to import

Even with a PickeSetting asset in place, it will show the modal dialog of needing to save it. This is quite frustrating on larger projects where opening a project fresh without any cached asset libraries etc can take hours. Coming back to a computer with it just sitting idling waiting for writing a PickleSetting asset that already exists becomes quite frustrating.

Steps to repro.

1. Setup a project with Pickle enabled, and save the pickle settings asset etc
2. Close editor
3. Remove your local Library folder
4. Start editor again and wait for it to start importing
5. Pickle dialog now blocks the import process
