Consider making a metacello configuration for MagLev

Currently, the rake build:maglev step loads code that used to be in a Monticello .mcz, but is now stored as a filetree package, Maglev.package. We should consider upgrading to a Metacello configuration. Metacello will allow us to document/use a dependency management framework.

Not an urgent thing, but something to consider for a 2.0 release.
