UI: prototype -> jquery - css style manipulation

Update prototype function calls to .setStyle() to jQuery by replacing with .css() calls and by updating $ references to $j. PRs #220 and #823 can be seen as a reference. Parent issue for this issue is #214.

$('foo') should be replaced by the following in jQuery:
$j('#foo') in the case of an id
$j('.foo')[0] in the case of a class
$$('#foo') is Prototype's CSS selector and should be changed to $j('#foo') in jQuery.
