Describe the bug

When writing /configure auto-threading, Needle should complain with an error or a warning if it doesn't have permission to create threads in the target channel. Today we only show an error if Needle can't see the channel at all.

Reported by A1ex W#0803 on Discord.

Steps to reproduce the bug

  1. Make sure Needle doesn't have permissions to create threads in some channel
  2. Enable autothreading in this channel
  3. Auto-threading does not work

Expected behavior

User should get an error after /configure auto-threading

Another bug that has existed for a while and I forgot to put it here. Being worked on in #250
