Describe the bug

Needle randomly disconnected today (or something, idk what happened) and on startup the "catch up" feature failed. I think this was because it failed to do it in one of the servers. We need to handle errors better in that startup loop so it only fails in that server or for that specific message.

Expected behavior

Don't abort the startup thing
