Tooltip formatting doesn't work on code

If it is using code formatting, the dotted underline does not appear for tooltips. Examples:

What did you expect to happen?
I expected it to still have the dotted underline, which would suggest that I should mouse over it.

What actually happened? Please include the actual, raw output.
There is no indication that there is a tooltip.

Good catch @kaixin-hc! Confirmed, the popover dotted underline is not visible on both codeblock themes. It is actually there, but covered by the background of the code.
