Many streams I watch start predictions with a large amount of time (e.g. 30 minutes), but end up closing the prediction much earlier than the full time (e.g. 15 minutes into a 30 minute prediction). As a result, sniping won't happen unless you set a high value for when to snipe. Unfortunately, the amount of time set for the prediction can be inconsistent, so setting a large number for when to snipe can sometimes lead to voting right when the prediction starts, where a small number of votes have been cast and which can ultimately be the unfavored option as time goes on.

I propose adding a new minimum_time field for the prediction sniper than can be used with or without the "XX seconds or less before voting closes" setting. If this field is set, it will wait a certain amount of time from when voting began before casting a vote (e.g. 60 seconds). This option could be used with or without the existing time setting if the user prefers such that both conditions have to be met before a vote is cast (e.g. 60 seconds minimum_time AND 300 seconds left).
