Emily Huntley reports and Aleda confirms: When I use the basemap opacity slider with any of the four Google basemaps, the opacity of the active data layers also changes. I'm using Chrome v 43, but I also found this to happen in IE 11, Firefox 39, and Safari 5.1.7.

See what life is like in OLIVER when we roll back to 2.12 (which I am NOT suggesting we do). Opacity works.
I think we should mark this as won't-fix becuase OL 2.x is really outdated and any work I would be doing to try and patch this would probably be wasted effort since OLIVER needs an upgrade across the board.
What if we mark it "wont' fix" in the Google spreadsheet, but keep the Issue open here, in case we someday go to OpenLayers 3 and it works? Then we could mark it closed then.
