Use versioned Dockerfiles for CI services to allow dependabot to update them #1241

Currently dependabot will not update the versions of services pinned within our CI; instead we could make a couple of Dockerfiles for it to watch.

Hmm, maybe not possible to specify a custom Dockerfile for services in GH actions yet.
