Support for Python 3.10

This issue is to track our support for Python 3.10 (released today). Most of our issues will be waiting for dependencies to update, primarily from the adapters module. We might want to add some code that handles Python versions in the adapters without needing to wait for everything to update.

This is still held-up by the unavailability of py310 wheels for pymatgen and scipy (due 1.7.2), neither of which compile with out additional deps. Given that we have pinned pymatgen to an older version that will presumably not receive py310 wheels, this is a bit of an issue...
