Because they don't include ConfirmEdit. We should just make that repo compulsory.

I don't think it's a big deal, given that it's a non-default option, and given that we still have ~50 wikis from before I set up the ConfirmEdit config and they're not getting spammed.

…and I think it's useful to be able to test MediaWiki core without any extensions.
