Similar to #2238 ("Support Air Gap" prints above current layer)
The raft air-gap setting changes the distance from the raft to the first layer of the model, but subsequent model layers are not built from that distance upward, but rather from about .35mm.
Expected behavior would be changes to first model layer height should propagate to subsequent layers.
The attached example uses an extreme air-gap setting for visual demonstration; more typical settings (e.g. 0.5mm etc.) have the same behavior.
This is the intended behavior. Here is the documentation we have already written up. If this is not clear enough we can discuss more here and update our wiki.
