Per comments microsoft/TypeScript#30553 (comment) & microsoft/TypeScript#30553 (comment) some parts of configuring typescript-eslint were missed. The main two are:

typescript-eslint/eslint-recommended plugin

and

"project": "./tsconfig.json"
