This update fixes a major bug that would occur when __classImagesRef.png was deleted, among a few other minor things.

Custom Flag Creator!

This release adds a feature to the flag editor that allows for custom flags to be defined!
Special thanks to @FilteredStudio for taking the initiative on this feature!

I think I've cleared up most of the problems that were occurring in the latest releases.

Deployment completion issue workaround on sitetest2

Allow builds that potentially aren't 100% deployed to work.

There's some weird issue with sitetest2's build completion checks, so I'm trying to work around it now until they provide a proper fix.

Make Program FIPS Compliant

MD5 checksum calculations are no longer done.
Also the ExtraContent extraction directory is respected now.

Fixed several bugs brought up in the repository issues.

Rollback to C# 7.3

Rolled the project setup back to C# 7.3 and .NET Framework 4.7.2 due to some overwhelming problems with portability and compatibility.
